The NIST basic cryptographic primitives are those on which other cryptographic procedures depend. These include pseudo-random generators and message digest algorithms. There are also prerequisite primitives that do not themselves provide nor rely upon encryption/decryption techniques on which the basic cryptographic primitives will depend.
Usage and testing of the basic NIST-specified primitives requires means for satisfying the following prerequisites:
