The NIST basic cryptographic primitives are those on which other cryptographic procedures depend.  These include pseudo-random generators and message digest algorithms.  There are also prerequisite primitives that do not themselves provide nor rely upon encryption/decryption techniques on which the basic cryptographic primitives will depend.

1. Prerequisites

Usage and testing of the basic NIST-specified primitives requires means for satisfying the following prerequisites:

• Encoding and decoding of binary data in hexadecimal and base64 encoding
• Procedures for producing, accessing, and verifying test materials in the formats employed in NIST verification procedures
• Existing implementations of algorithms for comparison and testing
• Pseudo-random generators for testing and confirmation as part of bootstrapping cryptographically-acceptable procedures

These elementary procedures are available from numerous sources.  Dependencies on them will be identified as part of specific development activities.  Useful generic resources may be catalogued separately.
